BISHKEK: Prime Minister Narendra Modi, while addressing the 26th Shanghai Cooperation Organisation (SCO) Summit in Bishkek, called for dismantling the entire “ecosystem of terrorism,” including its financing, recruitment, radicalisation, and safe havens. He asserted that there can be no place for “double standards” in the global fight against terrorism.
PM Modi emphasized that terrorism remains a grave challenge to humanity and stressed that counter-terrorism efforts must not be restricted to an “action-reaction” mindset. He stated that nations using terrorism as an instrument of state policy and providing shelter to terrorists must be sent a strong message that terrorism cannot act as a ‘strategic asset’ for anyone. Peace and security remain the foremost pillar of India’s vision for the SCO, alongside “Connectivity” and “Opportunity”. Linking regional peace directly to stability in Afghanistan, he reiterated India’s commitment to providing developmental and humanitarian assistance to the Afghan people.
Referring to the West Asian crisis, PM Modi highlighted its cascading impact on global energy security and supply chains, advocating that solutions to conflicts lie in dialogue and diplomacy rather than on the battlefield. He also flagged drug trafficking and organized crime as serious threats, calling for enhanced coordination through SCO security mechanisms. Kyrgyz President Sadyr Japarov hosted the summit, which was attended by leaders including Chinese President Xi Jinping, Russian President Vladimir Putin, and Pakistan Prime Minister Shehbaz Sharif.
