THIRUVANANTHAPURAM: Senior bureaucrat Bishwanath Sinha will officially assume charge as the 51st Chief Secretary of Kerala next week. The State Cabinet, during its high-level meeting on Wednesday, finalized the appointment of the 1992-batch IAS officer for the top administrative post, strictly adhering to the established principles of seniority.
Sinha, a native of Bihar, is set to succeed the outgoing Chief Secretary A Jayathilak, who is scheduled to retire from service on June 30. Currently discharging his duties as the Additional Chief Secretary in charge of the Home Department, Sinha possesses a remaining service tenure that extends up to his retirement in September 2028.
The decision-making matrix narrowed down to Sinha after several other senior empanelled officials became unavailable for the apex role. Other senior IAS stalwarts in line for the post, including Manoj Joshi and Rachana Shah, are presently serving on central deputation and explicitly expressed their unwillingness to return to their home cadre at this juncture.
Furthermore, Sanjeev Kaushik, who stands as the most senior officer from the same 1992 batch, had previously opted out of the administrative race. Though K R Jyothilal, a veteran 1993-batch officer currently operating as the Additional Chief Secretary (Finance), was actively considered, the state government ultimately prioritized institutional seniority and available service window. Notably, Kaushik will still have active service length remaining even after Sinha’s scheduled retirement in 2028.
The high-profile appointment has concurrently brought renewed media attention to a past professional controversy involving Sinha from a few years ago. In 2019, he faced formal allegations of inappropriate behavior toward female IAS officers and trainees, which prompted the state administration to abruptly transfer him from the influential General Administration Department to a low-profile post, following which he proceeded on extended leave.
