SIR Enumeration Concludes in Kerala: Draft Roll Likely to Exclude 24.4 Lakh Names

THIRUVANANTHAPURAM: As the enumeration phase for the Special Intensive Revision (SIR) of electoral rolls concluded on Thursday, nearly 24.49 lakh names are expected to be missing from the upcoming draft voters’ list. Chief Electoral Officer (CEO) Rathan U Kelkar stated that these names fall under the ‘un-collectable’ category, primarily comprising Absent, Shifted, and Dead (ASD) voters.

According to the CEO, the breakdown of the 24.49 lakh entries includes:

Deceased: 6.49 lakh

Permanently Shifted: 8.21 lakh

Untraceable: 6.89 lakh

Duplicate Entries: 1.34 lakh

Others (Refused forms): 1.86 lakh

The list has been shared with booth-level agents of political parties to assist in verifying any missing voters before the final draft is published on December 23. ASD voters currently make up about 8.9% of the total electorate.

For those who find their names missing, or for new applicants, the CEO clarified that fresh enrollments will remain open until the final date for filing nominations for the 2026 Assembly elections. Claims and objections regarding the draft roll can be submitted during a one-month window starting from December 23.
